You need a PHP program or similar. Go to and look in the PHP section for starters. There are over 13,000 programs there, many are free and the one you want should be amongst them. Try Content management systems (CMS) in that section because they often have star ratings. Also look at Zen Cart.
Although a shopping cart program, it can be modified to run as a catalogue and it has a review and star rating system built in. Good luck

You can customize OS Commerce to do this, be removing the shopping cart part of the program.
